Documentation of Learnings from Beneficiary-Led Individual House Construction (BLC) Implementation in Tamil Nadu
This study aims to critically analyse Tamil Nadu’s implementation of the BLC vertical under the PMAY Mission from the perspectives of multiple stakeholders, including the government as well as the beneficiaries, with the help of a sample of households from the two cities of Chennai and Coimbatore, and a Town Panchayat, i.e. Uthiramerur. The study intends to highlight the enabling factors behind the success of the BLC scheme in the state, and also capture the challenges faced by beneficiaries in successfully leveraging the scheme. The identification of current gaps in the policy framework will prove instrumental in improving future execution. Additionally, the study also aims to record the framework followed by the state for allocating land towards housing projects. This study examines Tamil Nadu’s implementation of the BLC scheme, and assesses the context under which the state arose to become a top performer under this vertical.
