Beneficiary-Led Individual House Construction (BLC) – An Approach – Tamil Nadu

BLC vertical under PMAY has been identified as one of the crucial interventions for meeting the housing deficiency among the urban poor. This approach document has been developed for effective implementation of BLC in the state by encapsulating the steps in an organised manner. It can be used as an overall guiding document for undertaking activities related to BLC. The objectives are to provide guidance in conceptualisation of BLC projects, effective identification and targeting of beneficiaries, efficient implementation and monitoring, and opening up possibilities to include semi-formal housing/land tenure under the ambit of BLC. This document is designed to aid the state and city officials from the following departments in implementing the BLC component: Tamil Nadu Urban Habitat Development Board (erstwhile Tamil Nadu Slum Clearance Board), Urban Local Bodies, Directorate of Town Panchayats, Development/Local Planning Authorities, State Revenue Department, Tamil Nadu Water Supply and Drainage Board, District Administration, Public Works Department, Banks/Finance institutions, NGOs/CBOs, etc.
